The console is very picky about contacting all domain controllers in an environment. Ive been looking for the answer to the same question for ages! If you lose connectivity to a domain controller it will cause all kinds of problems because much of that information gets read from the GPOs.

In my case I test to change the CA in the direct access Configuration. The Network Location Server (NLS) is used by DirectAccess clients for inside/outside detection.
