The fix you suggested work! Installing the latest SP didn't fix the problem but editing the boot.ini did the job. You cannot delete your own topics. Seperating the Reports and ReportServer into two seperate app pools and adding that information to the ini file did the trick. Trying to deploy a report that would inadvertantly crash If you're running them on the same server, don't rely on using a different port to differentiate Web Apps, use Host-Headers as well.
